style=\"text-align: left\"><strong>Over the past thirty years, Latvia\u2019s financial sector has undergone significant development.<\/strong> A robust financial system has been established, prudential supervision has been strengthened, comprehensive reforms have been implemented to combat money laundering, and consumer protection has been reinforced. These developments have created the conditions for a safe and stable financial sector.<\/p>\n<p style=\"text-align: left\"><strong>The development of the financial sector has now entered a new phase.<\/strong> Whereas the primary objective in the past was to ensure stability and mitigate risks, increasing importance is now attached to the extent to which, and the efficiency with which, the financial sector meets the needs of households and businesses and supports economic growth. This calls for a new approach to financial sector policy that, alongside safeguarding stability, also systematically promotes market development, competition, innovation, and effective and proportionate regulation and supervision.<\/p>\n<p style=\"text-align: left\"><strong>This study builds on research conducted by the Baltic Financial Centre on mortgage lending, the pension system, financial sector development, and other issues relating to financial markets.<\/strong> Although each study examines a different policy area or market segment, their findings are remarkably consistent on a number of issues and point to the same underlying institutional and policy-making challenges.<\/p>\n<p style=\"text-align: left\">The research concludes that financial sector policy has often been reactive, with political attention focused primarily on problems only after they have become matters of public concern, while considerably less emphasis has been placed on their early identification, as well as on the proactive development of markets and the continuous strengthening of competition. Policy-making has frequently been driven not by a long-term vision of what Latvia\u2019s financial sector should look like over the next decade, but rather by efforts to address problems within the existing market structure.<\/p>\n<p style=\"text-align: left\"><strong>This study highlights four closely interconnected principles that should underpin financial sector development policy<\/strong>.<\/p>\n<p style=\"text-align: left\"><strong>First,<\/strong> competition economics should become a much more prominent component of financial sector policy. This requires a shift from an approach primarily focused on individual market participants, products, and isolated problems towards one that systematically analyses the functioning of financial markets as a whole, identifies market failures and barriers to competition, removes obstacles to market entry and growth, and continuously develops markets rather than merely responding to individual issues.<\/p>\n<p style=\"text-align: left\"><strong>Second,<\/strong> a clearer and more consistent approach to consumer protection and responsibility is required. This entails defining more clearly the allocation of responsibilities between consumers, financial service providers, the state, and the regulator, while making greater use of behavioural economics-based approaches to product, regulatory, and system design, rather than relying primarily on financial literacy, information disclosure, or resolving problems only after they have arisen.<\/p>\n<p style=\"text-align: left\"><strong>Third,<\/strong> a more ambitious financial sector development policy is needed, with clearly defined long-term objectives, regular assessments of progress, and a greater willingness to take well-judged risks. Alongside maintaining financial stability, such a policy should be directed towards the development of well-functioning financial markets that foster competition and innovation.<\/p>\n<p style=\"text-align: left\"><strong>Fourth,<\/strong> the quality of financial sector policy-making should be enhanced by establishing higher standards for evidence-based analysis and impact assessment, clearer accountability for policy outcomes, and regular evaluation of policy decisions after their implementation.<\/p>\n<p style=\"text-align: left\">These guiding principles and the recommendations that follow do not imply abandoning the existing priorities of financial sector policy.
